Research summary
Scenario design and strategic innovation towards "East Asia low-carbon community" Establishment of the "policy engineering" study Development of strategic reciprocal cooperative framework and sustainable environmental policy ① Research on plan and evaluation of global warming countermeasures Global warming problem is a typical interdisciplinary problem which should integrate various economic, technical and social measures to solve it. In this study, by executing the numerical simulation to understand the long-term energy consumption and CO2 emissions, as well as the development and adoption priority, adoption effect and mutual competitiveness of various measures, the world level scenarios are expected to be developed. Currently, we have proposed a concept of "East Asia low-carbon community" which aims at the realization of a wide low-carbon society across various countries, and are engaging on the study on scenario development and socio-economic system innovation to realize it. ② Study on integrated strategy by combining local and global environmental countermeasures The main causative agent that causes global warming and acidization of the earth is fossil fuel combustion which can be traced back to modern civilization. In this study, we focus on the integrated environmental countermeasures considering both of above two issues. ③　Study about international consensus on climate change problem The deadlock of international consensus on climate change problem is the distrust and unbalanced national interests among countries. In this study, we tried to develop an environmental cooperative framework which can make the profits be shared by both developed and developing countries based on the win-win international cooperative concept. ④ Study on the relationship between economic development and environmental load The developed countries have experienced an Environment Kuznets Curved (The reversed U shaped curved line in which the x-axis expresses income and y-axis figures environmental load, like SO2 emissions) until now. In this study, for a developing country with "Late Comer's Advantages ", we do an investigation and theory analysis about how to break away from this EKC and give some policy proposals to promote technology transfer. ⑤　Human Dimension Program on Global Environment Change, HDP While focusing on the human activities which result in the global environmental problems, this study tries to find the institutional, policy and legal measures to solve global warming by analyzing them from economic, cultural and institutional aspects. ⑥　Design of environmental and economic policies For instance, we conduct research on international cooperative CO2 emissions trading, and the design of CDM (Clean Development Mechanism) system. ⑦　Empirical research on energy and environmental policy system This study deals with the adoption measures of new energies, especially the optimal energy mixture while considering the exhaustion of fossil fuels, based on the principles of economic development, energy supply and environmental protection from a long-term perspective. ⑧　Sub-theme (examples) 1)The construction of global recycle system 2)Economic analysis and policy proposals on new energy introduction 3)Development of China's climate change framework toward Post-Kyoto 4)Proposal and case study on new CDM (Clean Development Mechanism) modes 5)Quantitative analysis on economic growth and environmental load (the re-inspection of Environment Kuznets Curve) 6)International comparative analysis on economic development and happy index 7)The realization of "East Asia low-carbon community

Our laboratory, from the perspective of technological measures as well as social consideration, conducts various researches for the analysis and assessment of both economic development and environmental protection. Message
1.	Aiming at the optimization of energy and environmental policy system I graduated from thermal physics engineering department of Zhejiang University in 1982, and obtained Ph.D in engineering from Kyoto University in 1995. After then, I started my research on the system analysis and assessment of anti-global warming measures as well as the development of sustainable energy and environmental strategies for developing countries (especially, China) in New Energy and Industrial Technology Development Organization (NEDO) and Research Institute of Innovative Technology for the Earth (RITE). In 1999, I entered College of Law in Ritsumeikan University, and then transferred to College of Policy Science in 2000. Generally, I have been engaged in the research on international proposals towards sustainable development and the realization of wide low-carbon society, through the analysis and evaluation of various economic, social and technical measures on economic development, energy security and environmental protection, while considering the equality, efficiency and regional features. The study about global environment problem represented by global warming extends over a large number of social sciences including politics, economy and law besides natural science. Therefore, it is important for scholars in universities to cooperate with each other while keeping their originality and individuality. In this way, researchers with the ability to promote advanced research and have profound academic background are expected to be educated. At present, by integrating humanities and sciences, I am challenging a new academic field called "Policy engineering" or "Experimental policy science". Learning is acquiring faithfulness; while teaching is depicting the future. FROM ZERO-SUM GAME TO WIN-WIN GAME
